    Common-Law Spouse 

    Opposite-sex common law spouse as recognized by Texas law. Declaration of Marriage is accepted as supporting documentation.

    Must file a Declaration of Informal Marriage with the county courthouse before enrolling in GBP coverage.



  • GBP Eligible Child

  • Definition of eligible child dependents for Texas Employees Group Benefits Program (GBP). Members cannot cover ineligible dependents.

    Child must be under age 26 for health insurance, and can be married or unmarried. Child must be under age 26 and unmarried for dental insurance and Dependent Term Life Insurance.False information could lead to expulsion from the GBP and/or criminal prosecution.

    Natural Child (Biological child) 

    • National born child.
    • Documented by birth certificate, and verification of birth from hospital, or declaration of living birth from delivering doctor.

    Adopted Child 

    • A legally adopted child of a participant is GBP-eligible at the time of placement.
    • Documented by certificate of adoption or adoption contract.

    Stepchild 

    • Child of participant's spouse. The child does not need to live in the participant's household.
    • Documented by marriage certificate and child's birth certificate.

    Foster Child 

    • Foster child of the participant. The child cannot have other governmental insurance.
    • Documented by placement authorization.

    Legal Ward 

    • Child is under the protection or in the custody of the participant.
    • Court order signed by a judge appointing the participant as the child’s guardian.

    Other child 

    • Child is related to participant by blood or marriage, and was claimed as dependent on participant’s federal income tax return for previous tax year, and will continue to be claimed on participant’s federal income tax return for every calendar year the child is covered.
    • A child who is acquired or born in the current calendar year will be claimed and continued to be claimed on participant’s federal income tax return for every calendar year the child is covered..
    • Documented by current Federal Tax Return.

    Qualified Medical Support Order

    •  Qualified Medical Support Order must be ordered for the participant and presented for documentation.
