• Who is ERS?

We are a service-oriented trust agency established in 1947 by the constitution and laws of the State of Texas providing retirement and other benefit programs for state employees, retirees and their dependents. Learn more in our About ERS section.

New employees are eligible for health and dental insurance, 457 and 401(k) deferred compensation plans, life insurance, and other optional coverage. For eligible employees, ERS offers a sick leave pool, a tuition reimbursement program, and an employee assistance program. The building is a smoke-free environment. In addition, you will have free parking in one of the state parking lots or garages.

  • Executive Director

/uploadedImages/Content/About_ERS/Board/AnnFuelberg.jpgAnn S. Bishop was appointed Executive Director of the Employees Retirement System of Texas (ERS) by the ERS Board of Trustees in 2004. Under her leadership, ERS administers programs that provide retirement, deferred compensation, and flexible benefits for nearly 200,000 state employees and retirees. ERS is entrusted with a $23 billion investment portfolio and is responsible for managing the Texas Employees Group Benefits Program, which provides health care coverage to more than 500,000 state and higher education employees, retirees and their families.

Under Ann's guidance, ERS is implementing new services and technology to support a broadened investment opportunity set, and to allow for alternative investments that will further the diversification of ERS' portfolio.

Ann is a veteran of state government who has served as a Deputy Comptroller of Public Accounts and was named the first executive director of the Department of Information Resources when it was created in 1989.

She has also operated an independent business consulting service, and has served as vice president of Transactive Corporation, handling business development, marketing and customer relations for the Austin-based online processing company.

Ann holds a business degree from the University of Texas at Austin and a juris doctorate from Texas Tech University School of Law.
